How We Handle Your Personal Information

This policy sets out what data we collect when you visit county-cad.org/, why, who we share it with, how long we keep it, and the rights you have under the Texas Data Privacy and Security Act (TDPSA) and other U.S. state privacy laws. Read it alongside our Cookie Policy and Disclaimer.

1. Who We Are

county-cad.org/ is an independent informational and editorial directory of Texas Central Appraisal Districts (CADs) across all 254 Texas counties, with cross-references to the Texas Comptroller of Public Accounts Property Tax Assistance Division (PTAD) and the Texas Department of Licensing and Regulation (TDLR) where relevant. It is operated as a privately-owned editorial publication. We are not affiliated with any Texas CAD, the Texas Comptroller, TDLR, TAAD, TAAO, IAAO, the Appraisal Foundation, or any commercial property-records aggregator, title company, or real estate platform.

2. FCRA Non-CRA Position โ€” Critical for Texas Property Records

county-cad.org/ is NOT a Consumer Reporting Agency

The Fair Credit Reporting Act (15 U.S.C. ยง 1681 et seq.) regulates "consumer reports" used for "permissible purposes" โ€” primarily employment, credit, insurance, and tenant screening. county-cad.org/ does not assemble, evaluate, or sell consumer reports. We do not provide background checks, tenant-screening reports, employment-screening reports, or any kind of consumer report. Texas CAD property records that are technically “public” are not, for that reason alone, exempt from FCRA when used for FCRA-permissible-purpose decisions. Use of any content on this site to make decisions about a person’s employment, credit, insurance, tenant suitability, or other FCRA-regulated matter is prohibited by these Terms and may expose the user to liability under federal law. Information published on our site is general informational content drawn from public Texas CAD and Texas Comptroller pages.

3. We Do Not Sell Texas CAD Property Records

county-cad.org/ does NOT sell, license, or commercially redistribute Texas property records

Property records are held by each Texas Central Appraisal District. Public access to those records is provided by the CAD itself through its own portal. When you click through from our site to a CAD’s property-search portal, the CAD handles your search under the CAD’s own privacy and access framework โ€” not ours. We do not maintain a “Texas property records database.” We do not sell or licence Texas property records. We do not operate as a commercial property-data broker. We are an editorial directory that helps you find the right Texas CAD portal.

We do not collect: your name, address, date of birth, Social Security Number, driver’s license number, Texas DPS ID, payment information, property ownership records, or any sensitive personal information unless you choose to email it. We do not require account creation. We do not track you across other websites. We do not maintain a “user property profile.”

We do not “sell” personal information in the ordinary sense. To the extent that the use of advertising cookies could be characterised as a “sale” or “sharing” under the Texas Data Privacy and Security Act (TDPSA), California CPRA, or other state laws, you can opt out via the cookie banner, the cookie-settings link in the footer, or by sending a Global Privacy Control (GPC) signal โ€” which we honour automatically.

We do not share data with: any Texas CAD, the Texas Comptroller, TDLR, IAAO, any title company, real estate platform, property-records broker, “people search” operation, or any FCRA-regulated CRA.

10. Children & COPPA

county-cad.org/ is not directed to children under 13. The U.S. Children's Online Privacy Protection Act (COPPA, 15 U.S.C. ยงยง 6501โ€“6506) imposes specific obligations on operators that knowingly collect personal information from children under 13. We do not knowingly collect personal information from children under 13. The site's content (Texas CAD procedures, exemption applications, ARB protests) is not directed at minors.

11. Security

  • Access controls โ€” only authorised editorial staff can access logs and email
  • Periodic security review of hosting and email infrastructure
  • No on-site collection of payment card information, Social Security Numbers, driver’s license numbers, or Texas CAD property ownership records

No internet transmission or storage system is perfectly secure. If we discover a breach affecting personal information, we will notify affected users in accordance with applicable state breach-notification laws including the Texas Identity Theft Enforcement and Protection Act.

12. Changes to This Policy

We update this policy when our practices change or when applicable laws change. Substantive changes are flagged at the top of the page with a new “Last reviewed” date and, for material changes, a notice on the site for 30 days.
