1 Verify the domain

Confirm that the browser shows franklin-cad.org. This prevents confusion with Franklin counties in other states.

2 Use the main white search box

Enter an owner name as last name first name, an owner ID, property ID or property address.

3 Choose Basic Search first

This is the quickest route when you have one useful identifier and do not need technical filters.

4 Use By Owner or By Property

By Owner provides name and mailing filters. By Property provides property ID, geographic ID, address, legal description, abstract and subdivision fields.

5 Use Advanced Search carefully

Advanced Search can filter category, acreage and market-value ranges. Use it when a basic search produces too many results.

6 Use the right-side tools

BIS Interactive Map opens the parcel map. My Account supports online account access. File A Protest begins the electronic protest route.

Fastest route from the screenshot: Search the owner or property ID, open the account, copy the property and geographic IDs, then continue to the map, forms, protest system or Tax Office.

Five Checks Before You Use a Franklin CAD Result

Property ID Match the appraisal notice or tax record.
Geographic ID Copy the complete location-based identifier.
Legal description Check subdivision, abstract, lot, block or tract.
Address or acreage Confirm the physical property, not only the owner.
Property type Verify real estate, mineral or personal property.
Multiple-account warning: A house, adjoining acreage, manufactured home, minerals and business equipment can be listed under separate accounts even when one person owns all of them.

Franklin CAD Search Problems and Practical Fixes

Search Problem Try This What to Confirm
Full owner name gives no result Search only the surname or first major business-name word. The record may use initials, an abbreviation, trust, estate or former owner.
Recent buyer is not displayed Search the seller or previous owner. Compare the CAD account with the most recently recorded deed.
Full address does not work Use only the street number and main street name. The appraisal situs may differ from the postal or emergency-service address.
Too many results appear Add property type, city, subdivision, abstract, acreage or property ID. Do not choose a result only because the owner name matches.
Lake or subdivision lot is unclear Search by subdivision, lot, property ID or adjoining owner. Separate adjoining lots may have separate tax accounts.
Mineral account is missing Select Mineral and search owner, lease name or lease number. Mineral and surface ownership can be different.
Manufactured home is missing Search the home owner, landowner and personal-property categories separately. The home and land may have different account numbers or owners.
Nothing matches Call Franklin CAD with the prior owner, approximate location and legal description. Ask staff to identify the exact property and geographic IDs.
“I am trying to identify the correct Franklin CAD account. The current or prior owner is ______, the property is near ______, and the deed or notice shows ______. Can you confirm the property ID, geographic ID and account type?”

How to Read a Franklin CAD Property Record

Record Field Plain-English Meaning What to Check
Property ID Franklin CAD’s primary property-account identifier. Use the exact number on applications, protests and tax searches.
Geographic ID A location-based identifier used in the appraisal system. Match it when using the map or comparing related parcels.
Owner and owner ID The owner currently displayed for appraisal purposes. Use a recorded deed when legal ownership must be proven.
Mailing address Where notices and tax correspondence may be sent. Update an old address before important notices are missed.
Situs address The physical location used by the district. Rural and lake-area situs descriptions may differ from postal addresses.
Legal description Subdivision, abstract, survey, lot, block or tract information. Compare it with the deed, plat or survey before legal use.
Land market value The estimated market value assigned to the land. Acreage, location, road or water access, land class and homesite allocation.
Improvement value Value assigned to homes, shops, barns and other structures. Size, age, quality, condition, use and removed structures.
Market value The district’s January 1 estimate of the property’s value. Compare with sales, condition and similar local properties.
Appraised value Value after an applicable appraisal limitation or special treatment. A cap adjustment does not automatically mean market value is correct.
Agricultural or timber value Productivity value for qualifying open-space or timber land. Confirm qualifying acreage, land use and homesite separation.
Exemptions Approved homestead, age, disability, veteran or other tax relief. Verify the benefit appears for the correct owner and tax year.
Legal-record warning: Franklin CAD appraisal records and parcel maps do not replace a deed, title examination, recorded plat, mineral-title review or professional boundary survey.

Franklin County Homestead and Property-Tax Exemptions

Franklin CAD provides residence-homestead information, homestead affidavits, disabled-veteran applications and other exemption forms. Completed forms are mailed to P.O. Box 720, Mount Vernon, Texas 75457-0720.

Search and verify the property. Confirm the property ID, owner, situs address and legal description.
Open the current form. Use Franklin CAD Downloadable Forms.
Select Homestead Exemption Form. Review the information sheet and affidavits when a trust, heir-property, manufactured-home or identification issue applies.
Attach a color copy of the required identification. Franklin CAD states that homestead applications must include a color copy of the applicant’s driver license or other information required by law.
Complete all ownership sections. Do not omit a spouse, co-owner, trust or heir-property interest.
Mail or deliver the complete packet. Use Franklin CAD’s current mailing address and confirm any electronic submission method before sending sensitive information.
Keep proof of filing. Save the full packet, mailing evidence or stamped copy.
Verify approval online. Confirm that the exemption appears for the correct owner, property and tax year.
New-owner reminder: The seller’s exemption, appraisal cap or tax ceiling does not automatically transfer to the buyer.

Agricultural, Timber and Wildlife Appraisal in Franklin County

Franklin CAD provides applications for 1-d-1 open-space agricultural appraisal, timber appraisal, restricted-use timber appraisal, wildlife management plans and annual wildlife reports.

Wildlife management The land satisfies the prerequisite appraisal and wildlife-management requirements. Wildlife plan, annual report, maps, practice logs, receipts and photographs.

  • Livestock, crop or timber records
  • Lease when another person operates the land
  • Receipts and dated photographs
  • Wildlife plan and annual report when applicable
Change-of-use warning: A nonqualifying change in land use can create rollback-tax consequences. Ask Franklin CAD for current guidance before subdividing, developing or changing use.

Mineral, Utility, Industrial and Business Property Accounts

Franklin CAD states that mineral, utility and industrial accounts are appraised by Pritchard & Abbott. Real-estate and ordinary personal-property accounts are appraised locally by the district.

Mineral property Search using the Mineral property type, owner, lease name or lease number. Confirm the owner interest and exact lease.
Utility or industrial property Review asset class, location, ownership, allocation, depreciation and the taxing entities connected with the account.
Business personal property Equipment, machinery, furniture, computers, tools, vehicles, inventory and supplies may require an annual rendition.

Business Rendition Checklist

  • Business legal and trade names
  • Franklin CAD property or owner ID
  • Physical business location
  • Asset descriptions
  • Original acquisition cost
  • Year acquired
  • Disposed or retired assets
  • Leased equipment
  • Inventory and supplies
  • Authorized signature
Normal rendition deadline: Texas business-personal-property renditions are generally due April 15. A timely written extension can normally move the deadline to May 15.
2026 law change: Texas created a $125,000 exemption for qualifying income-producing tangible personal property. Contact Franklin CAD before assuming that no rendition or application is required.

How to Prepare a Franklin County CAD Protest

July 2026 timing: The normal spring protest period has generally passed for owners who received timely 2026 appraisal notices. The exact deadline printed on the Notice of Appraised Value controls.
Normal Texas rule May 15 or 30 days after notice delivery, whichever is later.
Controlling date Use the deadline printed on your official notice.
Informal review Franklin CAD says appraisers are available by telephone or in person.
Formal hearing The Appraisal Review Board decides unresolved protests.
Protest Issue Evidence That Helps Weak Argument to Avoid
Market value is too high Comparable sales, professional appraisal, repair estimates, photographs and condition records. Only saying the tax bill increased.
Unequal appraisal Comparable appraisal accounts adjusted for location, size, age, quality and condition. Using one unrelated low-value account.
Building details are wrong Measurements, plans, photographs and records showing actual construction. An unsupported verbal estimate.
Land or acreage is wrong Deed, plat, survey, access, drainage, restrictions and land-use evidence. Relying only on an approximate GIS line.
Exemption was denied or removed Application, identification, ownership proof and qualification records. Assuming the previous owner’s exemption transferred.
Agricultural or timber appraisal was denied Use history, leases, production, stocking, harvest records, maps and photographs. Saying only that the property is rural.
Mineral or industrial value is wrong Ownership interest, lease data, production, asset lists, age, cost and depreciation evidence. Comparing it with an ordinary residential account.

Franklin CAD Protest Micro-Steps

Read the Notice of Appraised Value. Record the property ID, proposed value, reason for change and exact filing deadline.
Save the live property account. Review land, improvements, exemptions, special appraisal and prior-year values.
Identify each disputed issue. Separate market value, unequal appraisal, property-data, exemption and special-appraisal arguments.
State the value or outcome you believe is correct. Connect that requested result to specific supporting evidence.
Use an official filing route. Open Franklin CAD Online Protest or download the Notice of Protest form from the forms page.
Keep proof of timely filing. Save the online confirmation, stamped copy or accepted mailing evidence.
Request an informal review. Call 903-537-2286 or email support@franklin-cad.org.
Prepare for the ARB hearing. Create a one-page summary with the requested value, strongest reasons and labeled exhibits.
“I am reviewing Franklin CAD property ID ______ for tax year 2026. My notice shows a deadline of ______. Please confirm the accepted filing method, evidence deadline and hearing status.”

What to Do After the Regular Protest Deadline

Clerical or ownership error Ask whether an appraisal-roll correction is available for the specific mistake.
Required notice was not received Explain when the notice was discovered and which mailing address Franklin CAD used.
Substantial appraisal error A limited statutory correction may apply in narrowly defined circumstances.
Late exemption Some homestead, age-65, disability and veteran benefits have special late-filing provisions.
Incorrect property description Provide the deed, survey, measurements, photographs or duplicate-account evidence.
Taxes remain unpaid Contact the Tax Office separately because a value dispute does not automatically stop collection.
Act promptly: Limited late remedies depend on strict facts and deadlines. Give Franklin CAD the property ID, tax year, notice history and exact error.
